Permahosting would be a service that guaranties maintenance of websites over a pre-defined period. Such a service would address the problem of the disappeance of websites upon the death of their owner.

For example, my multiple websites require me to make a yearly payment to my web-hosting provider, as well as yearly payments for each of my URLs. The URL payments in particular are paid on the anniversary of their purchase, and are thus spread over various dates all throughout the year. If I die, my family will be unable to keep up all of these payments, and my websites will all rapidly disappear due to default of payment.

Permahosting would centralize all of the payments into one. It would therefore be easy for me to indicate to a relative how to make the annual payment to keep all my websites alive. Or I could pre-pay for a fixed period (5 or 10 years).
